American Recovery & Reinvestment Act of 2009 Information

Community Development Block Grant Recovery (CDBG-R) – The City has been
allocated $631,749 in funds from this Recovery Act program. The City uses these
funds for Workforce Development programs, grants to local businesses for energy efficient
upgrades, and energy efficient upgrades to city owned buildings. The final application was
submitted to HUD on June 5th, 2009.
The City received approval from HUD in September 2009 on
its plans for the use of these funds.
Neighborhood Stabilization Program 2 (NSP2) –
The City of Modesto was awarded $25 million in Recovery
Act funds from the U.S. Department of Housing and Urban
Development (HUD) in late January. The award is
part of the $2 billion in funding promised to local
governments and non-profit housing developers under
HUD’s second Neighborhood Stabilization Program (NSP).
This program is underway.
Neighborhood Stabilization Program 3 (NSP3) –
The City of Modesto has recently been
allocated $2,951,549 in NSP 3 funds as authorized by the
Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010.
These funds will target the Airport Neighborhood in a focused
effort on land banking and redevelopment activities.
Program development is underway.
Homelessness Prevention
– The City received a $966,016 formula grant award for Homelessness
Prevention. This program works with persons
who are homeless or at risk of becoming homeless to
provide permanent housing. The City of
Modesto
submitted the plan for this funding to the U.S.
Department of Housing and Urban Development on May 15,
2009. The City received approval from HUD in
September 2009 on its plans for the use of these funds.
