Neighborhood Stabilization Program (NSP)
The Neighborhood Stabilization Program (NSP) was
established for the purpose of stabilizing communities
that have suffered from foreclosures and abandonment.
Through the purchase and redevelopment of foreclosed and
abandoned homes and residential properties, the goal of
the program is being realized.
NSP1, references the NSP funds authorized
under Division B, Title III of the Housing and Economic
Recovery Act (HERA) of 2008. This Grant provided over $8 million in
grants to the City of Modesto.

under the American Recovery and Reinvestment Act (the
Recovery Act) of 2009 and provides grants to states, local
governments, non-profits and a consortium of non-profit
entities on a competitive basis. The City of
Modesto received $25 million of NSP2 funds.

Wall Street Reform and Consumer Protection Act of 2010.
Funds target emergency assistance to state and local
governments to acquire redevelop or demolish foreclosed
properties. The City of Modesto has recently been
allocated $2,951,549 in NSP 3 funds.

Community Development Block Grant - Recovery
(CDBG-R)
The Community Development Block Grant (CDBG)
program enables local governments to undertake a
wide range of activities intended to create suitable
living environments, provide decent affordable
housing and create economic opportunities, primarily
for persons of low and moderate income. Under
the Recovery Act, recipients give priority to
projects that can award contracts based on bids
within 120 days of the grant agreement.

Homelessness Prevention and Rapid Re-Housing
Program (HPRP)
The Homelessness Prevention and Rapid Re-Housing
Program (HPRP) provides financial assistance and
services to prevent individuals and families from
becoming homeless and help those who are
experiencing homelessness to be quickly re-housed
and stabilized. The funds under this program
are intended to target individuals and families who
would be homeless without this assistance. The
funds will provide for a variety of assistance,
including: short-term or medium-term rental
assistance and housing relocation and stabilization
services, including such activities as mediation,
credit counseling security or utility deposits,
utility payments, moving cost assistance and case
management.

Making Home Affordable Program (MHA)
The Making Home Affordable Program is part of the
Obama Administration's strategy to get the economy
and the housing market back on track.
The key components of the Making Home Affordable
Program are:
- Refinancing for borrowers previously unable
to take advantage of lower interest rates or a
more stable mortgage product because of falling
home values.
- $75 billion in incentives to provide loan
modifications and other foreclosure
alternatives, bringing monthly payments to
levels which borrowers can afford today and in
the future.
