The U.S. Department of Housing and Urban Development (HUD) awards Community Development Block Grants (CDBG) to entitlement communities to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development and providing improved community facilities and services.
While entitlement communities develop their own programs and funding priorities; they must give maximum feasible priority to activities which benefit low- and moderate-income persons. An entitlement community may also carry out activities which aids in the prevention or elimination of slums or blight.
CDBG eligible activities:
Public safety services
Fair housing activities
Services for senior citizens
Drug abuse counseling and treatment
CDBG ineligible activities:
Acquisition, construction or reconstruction of buildings for the general conduct of government
Ongoing grants or non-emergency payments
(more than three consecutive months) to individuals for their food, clothing, rent, utilities or other income payments
